Disability Pensions and State Allowances

How the national disability pension and state disability allowances work, who qualifies, and why amounts vary so much between states.

Regular cash support can make a big difference to people with disabilities who cannot earn enough. In India, this comes from a national scheme and from state schemes.

The national scheme

The Indira Gandhi National Disability Pension Scheme, or IGNDPS, is part of the National Social Assistance Programme. Key features:

  • For people aged 18 to 79 with severe or multiple disabilities of 80 percent or more.
  • The family must be below the poverty line.
  • The central government contributes 300 rupees a month, rising to 500 rupees at age 80, when the person moves to the old age pension.

The central amount has not been raised for many years and is widely criticised as too low.

State top-ups and schemes

Most states add their own money, and many run broader disability pension schemes with lower disability thresholds. Monthly amounts vary widely, from about 1,000 rupees in some states to 3,000 rupees or more in others. Some states have separate allowances for specific groups, such as people with severe intellectual disabilities or those needing a carer.

How to apply

  • Apply through the local social welfare office, gram panchayat or municipal office, or through state online portals.
  • Documents usually include the disability certificate or UDID card, age proof, income or BPL proof and bank account details.
  • Payments are typically made directly to bank accounts through Direct Benefit Transfer.

Other support

  • Carer allowances in some states.
  • Free or concessional travel on state buses and railway concessions for certain disabilities.
  • Ration benefits: people with disabilities may be prioritised for food security benefits under some state rules.
Different states, different amounts

Two people with the same severe disability live in different states. One receives about 1,000 rupees a month, the other about 3,000 rupees, because their state governments top up the national pension by different amounts. Where you live makes a real difference.

Thinking the pension covers living costs

Disability pensions in India are modest and meant to supplement other support. Families usually need to combine them with other income and benefits.
