Major Paper Companies and Small Mills

ITC, JK Paper, West Coast Paper, Century, TNPL and others lead a mix of large integrated mills and many small units.

The industry has a few large names and many small mills.

Large producers

ITC’s paperboard business, JK Paper, West Coast Paper Mills, Century Pulp and Paper and the state-owned Tamil Nadu Newsprint and Papers are among the well-known players.

Integrated mills

These firms manage plantations, pulp making and paper production together, giving them control over fibre and cost.

Small recycled-paper mills

Many small mills use waste paper to make kraft paper and boards for packaging, often clustered in places such as Gujarat and Punjab.

Struggles

Some once-large firms, such as Ballarpur Industries, were pulled down by debt and went through insolvency.

Large and small

A big integrated mill and a small recycled-paper unit can both supply packaging, but with very different cost structures.

Assuming big always beats small

Small mills using cheap waste paper compete well in packaging.
