Is Water an Economic Good?

Why water is both a basic right and a scarce resource, the diamond-water paradox, and why underpricing leads to waste.

Water is essential for life, yet in many places it is priced very low or free.

The diamond-water paradox

Economist Adam Smith asked why water, essential for life, is cheap, while diamonds, which are not essential, are expensive. The answer lies in marginal value: where water is plentiful, one more litre is worth little; diamonds are scarce, so each one is valuable.

When water becomes scarce

As water becomes scarce, the value of each extra litre rises. If price stays low, people overuse it.

Two views

  • Basic right: everyone needs a minimum amount of clean water regardless of ability to pay. The UN recognised access to water and sanitation as a human right in 2010.
  • Economic good: beyond basic needs, water has costs and should be priced to encourage efficient use.

Balancing both

Many experts suggest:

  • A free or cheap basic amount per person.
  • Higher prices for use above that level.

Hidden costs

Even “free” water has costs: pumping, treatment, pipes and the depletion of groundwater for future users.

The free tap

In a town where water is free, residents leave taps running and water lawns daily. When a small charge is introduced above a basic amount, use falls noticeably.

Thinking water is free because nature provides it

Collecting, treating and delivering water costs money, and scarcity has value.
